Take the Taconic Parkway north, exit at Route 6 and turn left at the end of the ramp. Travel about 1 mile towards Peekskill. Turn left at a light onto Mohegan Avenue (there's a CVS store at the intersection). Continue on Mohegan Ave, staying next to the lake. Skip the first beach, which is a pull-off parking area. The second beach is a gate entrance on the right; go down and park.
